Since the Chinese leadership made a strategic choice to reform its economic sys-tem and to open up to the world economy in the late 1970s, China has sustained an average annual economic growth of about 10 percent for thirty years, the fastest in the world and unprecedented in world history of economic development. In 2005, China surpassed Japan as the largest holder of foreign exchange reserve. In 2007, China overtook Germany to become the 3rd largest economy and 2nd largest trading nation in the world. In 2008 China’s GDP reached to 4.5-6 $ trillion moving closer to the 2nd largest economy in the world--Japan. As the largest creditor of the sole superpower.United States by holding more than $720 billion of the US treasury bonds, China began to be called “Bank of America.” It is widely projected that China will replace the United Sates as the largest economy by 2025-2040 China’s emergence as a global power has become one of hottest topic of academic and policy research triggering heated debate in the United States and elsewhere in the international community. Over years the focus of the debate has shifted from “whether China will rise” to “how China will rise” and what are the implications of its rise to the United States’ interest in particular and to the existing international sys-tem and international order in general.   Along with China’s take-off as a rising power came the perception of “China threat” which has been prevalent in West since the 1990s. Embedded in the logic of traditional realist Western IR theories, this perception argues that as an unsatisfied rising power, China is bound to challenge the dominant position of the United States and to disrupt the international status quo. History has witnessed numerous wars for hegemony between a dominant power and a rising power. If that is the case, China’s rise tends to pose a threat the United States and the status quo in the international sys-tem and consequently U.S.- China relations could be put on a collision course. The authoritarian nature of the political sys-tem in China further deepens people’s wariness of China’s international behavior when it becomes strong and powerful.  To alleviate these concerns and suspicions, Chinese political elites in recent years coined a so-called “theory of peaceful rise.” This theory argues that for various reasons China could take a route very different from other major powers in history. China’s rise will be peaceful and beneficial both to the Chinese people and the rest of the world. The United States and other nations should have nothing to fear from China’s rise. In other words, China’s rise is more an opportunity than a threat to the world.  My study attempts to look into this critical question of how the international community has perceived and reacted to the theory of China’s “peaceful rise” in particular and China’s accelerating rise in recent years in general, and whether it has been effective in dispelling the perception of “China threat” in the international community. To answer these questions, I take the United States as the major case study as the United States is supposed to be one of the original and main sources of “China threat” and therefore became the main target for China’s effort of persuasion with the “peaceful-rise” theory. However to make the study of America’s perception more interesting and meaningful, I try to setup a sys-tem of reference for the American cognition of China’s rise. For that purpose I choose China’s two major neighboring countries--Japan and South Korea to find out how they have reacted to China’s rise and “peaceful rise”? Are their reactions similar to or different from the American ones and why?  The rationale for the selection is that historically China’s neighbors were under the cultural sphere of influence of the Chinese rule as characterized by the “tribute sys-tem.” Naturally they tend to have some deep-rooted uneasiness and suspicions about China’s long-term intension in the region. My assumption is that comparing the Western and non-Western reactions to China’s rise could yields some interesting insights about China’s potential and limitation in cooperating with these countries in particular and with the international community in general.   While comparing perceptions of and reactions from three countries regarding China’s “peaceful rise,” I also attempt to explore the sources of their perceptual similarities and differences by taking a number of variables that might impact their reactions to China’s rise. Some tentative hypothesis will be suggested for empirical testing and analysis. Finally the effectiveness of China’s marketing strategy to permeate its “peaceful rise” will be discussed.

Mongolia’s Geopolitical Gambit: Preserving a Precarious Independence While Resisting “Soft Colonialism”

EAI Fellows Program Working Paper Series No.18 요약문 After centuries of dependence on the Qing and Soviet domains, Mongolia became independent in 1990. Since then, it has sought to preserve independence while balancing the interests of its two neighbors, Russia and the People’s Republic of China. To counterbalance the influence of these two actual neighbors, Mongolia has cultivated relations with states that do not border it, but which serve as metaphorical “third neighbors.” Chief among those external balancers is the United States, the involvement of which provokes anxiety in Moscow and Beijing. Thus, Mongolia’s independence has affected, and is affected by, geopolitical rivalries among the great powers. One manifestation of rivalry is competition for access to Mongolia’s mineral and energy resources, leaving Mongolia vulnerable to “soft colonialism,” in which its economic and political autonomy may be compromised, even if territorial integrity is not. Ulaanbaatar’s clever foreign policy has enhanced Mongolia’s status, but its independence is threatened by factors it cannot control. 1. Mongolia 2. geopolitics 3. geostrategic 4. Great Game 5. third neighbor 6. mining 7. soft colonialism 8. buffer 9. Sino-Russian relations   저자 Alan M. Wachman, Associate Professor of International Politics, The Fletcher School, Tufts University  본 working paper는 "EAI Fellows Program on Peace, Governance, and Development in East Asia"에 제출된 논문이며, 온라인 버전으로만 배포됩니다. For centuries, Mongolia was a territorial buffer. When the Manchus conquered China and established the Qing empire, they swept Mongolia into their realm. When the Qing collapsed, Moscow sucked Mongolia into its own expanding domain and, during the period of Sino-Soviet enmity from the mid-1960s to 1989, the Soviet Union stationed troops and military equipment in Mongolia to enhance its strategic advantage over the PRC. For Moscow, Mongolia was then a territorial buffer.the particularities of Mongolian terrain underscored its salience as a shield behind which Russia felt more secure than if Mongolia had been in China’s hands (Garver 1988, 217; Liu 2006, 342). While Mongolia apparently sought Soviet protection against the prospect of Chinese irredentist expansionism, its territory was used by Moscow to ensure shorter lines of attack on the PRC than the Soviet Union would have otherwise had and to offer greater strategic depth in which to combat a PRC assault, had Beijing launched an assault on the Soviet Union (Soni 2002).   Since Mongolia became independent of the Soviet Union in 1990, neither Beijing nor Moscow has viewed Mongolia as a territorial buffer. However, Mongolia has played the role of what might be called a geopolitical buffer. What Moscow and Beijing seek of Mongolia is not a barrier that can be subordinated by one to enhance the defense of the homeland territory from assault by the other, but a neutral region where each of the two neighbors can be assured of Ulaanbaatar’s political pliability and an absence of menace. It suits Beijing and Moscow that Ulaanbaatar is deferential to their own core interests, so long as Mongolia does not give precedence to the interests of one over the other. In that sense, Mongolia is still a buffer, but its role is defined politically and economically, rather than territorially, by its determination to be an unaligned zone of neutrality in a region with a fierce and bloody history of geopolitical friction. If Mongolia were to align itself too closely to either of its proximate neighbors, it would surely spark alarm. Should it lean too far toward Moscow or Beijing, the other would swiftly see Mongolia as a territorial buffer subject to exploitation by the other side. Likewise, both Moscow and Beijing would balk if Mongolia were drawn too tightly into the embrace of the United States.

Effectively Controlling Infectious Disease Outbreaks

EAI Fellows Program Working Paper Series No.17 요약문 In the aftermath of the SARS epidemic much was made of China’s effective efforts at disease control and prevention. China’s perceived success in controlling SARS stands in stark contrast with Taiwan’s troubled response to its own SARS outbreak. Why does Taiwan, a geographically small, yet densely populated country with a democratic government, wealthy and modern knowledge-based economy, fail to effectively respond to SARS whereas big, heavily populated, relatively under-developed and soft authoritarian China succeeds? To address this question, I focus on disease control efforts in Taiwan, considering relevant parallels in Chinese infectious disease control to draw out the causes for Taiwan’s poor infectious disease response. I use the SARS epidemic as a case study, comparing specific policies and actions taken by Taiwan and China in response to their respective SARS outbreaks. As I am particularly interested in understanding the factors influencing Taiwan’s response, I focus initially on Taiwan, describing the genesis of SARS in Taiwan and its infectious disease response capacity. I then draw on previous studies of China’s SARS response to highlight the differences between the Chinese and Taiwanese SARS responses. In the final section I draw on this comparison to identify broader lessons regarding factors influencing effective infectious disease response.   저자 Jonathan Schwartz, Assistant Professor of Department of Political Science and International Relations, the State University of New York, New Paltz 본 working paper는 "EAI Fellows Program on Peace, Governance, and Development in East Asia"에 제출된 논문이며, 온라인 버전으로만 배포됩니다.

China’s Rise: East Asia and Beyond

EAI Fellows Program Working Paper Series No.12 요약문 We are, it appears, in the midst of another celebratory cycle. Impatient journalists declare a particular decade, especially this one, as the moment in which one particular country will remake a world region, indeed the entire world, in its own image. Based on its meteoric economic rise and riding what eventually turned into a financial bubble, Japan in the 1980s was widely greeted as a challenger which would come to rival the U.S. as a global power in the 21st century. Pax Nipponica was to be shaped by a civilian power that was destined to determine the technological trajectory of most societies. The i-pod as the successor of the walkman and a Scott as head of SONY illustrate how wrongheaded this world view really was. A decade later, the same thinking was applied to the United States. After the collapse of the Soviet Union, in the era of globalization America offered a model to the world that appeared to have no rival. With some hyperbole the United States was called the New Rome. Pax Americana was to reign for decades, if not centuries. Within a decade America’s high-tech and low-mortgage speculative bubbles burst; America’s deficits and debt burdens mounted; and the arrogance and ignorance that informed American foreign policy under the Bush administration produced huge political train-wrecks in Afghanistan, Iraq, and Pakistan. Brief as it may be, and with India waiting in the wings, now is the moment to celebrate or fear the Chinese economic juggernaut and a looming Pax Sinica. 저자 Peter J. Katzenstein is the Walter S. China’s rise elicits one of two reactions. The breathless adulation that is the hallmark of today’s economic journalism flourishes side by side with ominous political rumblings among specialists in international affairs about the rise of a new superpower. Enormous markets for economic growth and profit, we are told, are sprouting in a country that is fated to become a serious political rival and deadly military challenge to the United States -- if not today, then tomorrow, or the day after tomorrow. Such optimistic and pessimistic views permeate also scholarship (Friedberg 2005), as they did a couple of decades ago at the time of Japan’s ascendance and as they will a decade or two hence when India will be greeted as the looming world power. These different reactions share, however, in one assumption. China as the rising power is seen as responding to the challenges posed by the West. Historian Paul Cohen (1996) has probed that assumption as well as the partial corrective that can be taken.2 John Hobson (2004) and Andre Gunder Frank (1998) make the same point in their frontal assaults on Euro-centrism. In contrast to historians and sociologists, students of world politics by and large continue to adhere to the challenge-response framework. Competition is the name of the game -- in global markets and in the international state sys-tem. The West challenged China in the late 19th century in the form of imperialism and in the late 20th century in the form of economic globalization. China’s task was and is to respond. Resisting analytical perspectives that focus exclusively on China’s response, an alternative view celebrates China’s uniqueness. In this view China’s rise is explained by inherent traits that are finally asserting themselves once again and that are placing China in its well-deserved position at the top. This view risks essentializing specific features of China – Confucian traditions, religions, breakthroughs or visions. The risk extends to attempts that articulate Chinese forms of universal empire outside of the Chinese tradition, as in Zhao Tingyang’s theory of Tianxia (Zhao 2006. Callahan 2007). The intellectual and emotional, impulse to celebrate China’s uniqueness can be powerful, even irresistible. China’s many achievements and traits are easily cited, relevant evidence. To succumb to this temptation is hardly unique to China, but it is a temptation scholars should resist.
