EAI held an expert roundtable with Mr. Markus Garlauskas, National Intelligence Officer for North Korea at Office of the Director of National Intelligence, addressing the US perspective on the current state of nuclear security in North Korea. Mr. Garlauskas argues that there are three major changes that are important to note in assessing the North Korean nuclear threat: the leadership of Kim Jong Un, North Korean capabilities development, and the internal dynamics in North Korea. Participants primarily focused on the effects of marketization on sanctions and the North Korean economy, changes in the American perception of North Korean nuclear threats, China’s role in North Korea, and South Korean concerns of decoupling. Participants discussed potential scenarios and viable options as well as the effectiveness of implemented sanctions, policies, and international dialogue.
