  Middle Power Diplomacy Initiative Working Paper No. 9
In this ninth Middle Power Diplomacy Initiative working paper, Chaesung Chun argues that in dealing with security matters in the Northeast Asian region, a major challenge is to overcome a tendency by South Korea, China, and Japan to “overbalance” against each other. Chun argues that under this situation, main venues for regional cooperation are bilateral and mini-lateral and the role of South Korea’s middle power diplomacy as a networking power is crucial in defining the nature of the North Korea problem and making it one of the most important regional issues requiring the concerted actions of the great powers.
