"How Does the Hong Kong National Security Law Impede Hong Kong’s Freedom and Incite U.S.-China Competition?"
Under the "One Country Two Systems" principle, Hong Kong is supposed to enjoy a degree of autonomy from mainland China. Professor Ma Ngok of the Chinese University of Hong Kong analyzes the content and context of the Hong Kong National Security Law (HKNSL), which was enacted by China’s National People’s Congress (NPC) in May-June 2020. Its enactment is considered as China's responsive measure to the anti-extradition protests in Hong Kong and other political fallouts. Professor Ma Ngok argues that since HKNSL was only announced an hour before it came into effect and was drafted without prior consultations with Hong Kong, it is considered as a violation of the Basic Law by the Hong Kong Bar Association. In addition, HKNSL also led the U.S. to pass Hong Kong’s Human Rights and Democracy Act as well as enforce sanctions upon China and individuals responsible for the law and other human rights violations. As such, Professor Ma Ngok contends that HKNSL should be analyzed within the wider framework of intensifying U.S.-China competition.   pc
