With fifty participants, the founding ceremony of GlobalNet21 was held on Oct. 22 from 1:30 to 8:00 pm. The ceremony which took place at Seoul Club, Changchoong-dong, Seoul, discussed the name of the meeting, administrative system, and development scheme, followed by a heated debate over "North Korean Nuclear Problem and Six-party Talks." Young-Sun Ha, Professor at Seoul National University, was designated president with Tae-Hyun Kim (Chung-Ang University), In-Taek Hyun (Korea University), Young-Ho Kim (Sungshin Women’s University), Chung-Hoon Lee (Yonsei University), Chae-Sung Chun (Seoul National University), Yong-Sup Han (National Defense University) as directors.
